Conformance claim
progressivity.agency conforms to WCAG 2.1 Level AA, the standard incorporated by Section 508 of the Rehabilitation Act (36 CFR Part 1194). Last reviewed August 2026.
What we did
- Semantic landmarks on every page, a skip link, and a logical heading order
- All content readable and all navigation usable with JavaScript disabled
- Full keyboard operability with a visible, high-contrast focus indicator
- Text contrast at or above 4.5:1; large text and UI components at or above 3:1
- No information conveyed by colour alone — every coloured mark carries a text label

- Descriptive link text; no "click here"; decorative graphics hidden from assistive technology
How to verify it
- Tab through any page — every interactive element takes focus in a sensible order and shows it
- Disable JavaScript — nothing disappears
- Zoom to 200% — no horizontal scrolling, no clipped content
- Run axe, WAVE, or Lighthouse — we expect zero violations and will fix any you find
- Use VoiceOver on macOS or iOS — the reading order matches the visual order

What we actually target. It adds mobile-relevant criteria — orientation, reflow, target size, pointer gestures — that 2.0 predates.
DHS iOS test process
The DHS Section 508 Compliance Test Process for iOS Mobile Applications. It is the closest thing to an agreed federal test method for native iOS, and it is what a reviewer will run.
