A firm that claims Section 508 expertise and ships an inaccessible marketing site has told you everything you need to know. Here is how this site is built and tested, and how to verify it yourself.
Accessibility approach
progressivity.agency is designed and tested against WCAG 2.1 Level AA. Section 508 of the Rehabilitation Act (36 CFR Part 1194) currently incorporates WCAG 2.0 Level AA. Progressivity voluntarily targets the additional applicable Level A and AA criteria introduced by WCAG 2.1. Last reviewed August 2026.
Testing to date is automated and manual browser testing: axe-core across every page, a keyboard walk of every interactive element, and reflow checks at 320 px and 200% zoom. A criterion-by-criterion manual audit and testing with assistive technology products have not yet been recorded, so this is stated as our approach and our testing method rather than as a formal conformance claim.
What we did
- Semantic landmarks on every page, a skip link, and a logical heading order
- All content readable and all navigation usable with JavaScript disabled
- Full keyboard operability with a visible, high-contrast focus indicator
- Text contrast at or above 4.5:1, with large text and UI components at or above 3:1
- No information conveyed by colour alone, so every coloured mark carries a text label

Entrance and scroll animations run once, finish in under a second, and never loop or repeat; the preference switches every one of them off, and no content depends on an animation to become visible- Responsive to 320 px and to 200% zoom without loss of content or function
- Descriptive link text, never "click here"
- Decorative graphics hidden from assistive technology
How to verify it
- Tab through any page. Every interactive element takes focus in a sensible order and shows it.
- Disable JavaScript. Nothing disappears — the page is served complete and the script only sharpens it.
- Turn on Reduce Motion in your operating system. Every animation stops, and every element is present and readable without one.
- Zoom to 200%. No horizontal scrolling, no clipped content.
- Run axe, WAVE, or Lighthouse. We expect zero violations and will fix any you find.
- Use a screen reader such as VoiceOver, NVDA, or JAWS. The markup is semantic and the reading order follows the visual order. We have not yet recorded a formal test pass with these products, so if you find a defect we want to hear about it.

WCAG 2.1 AA
What we actually target on web and native alike. It adds Level A and AA criteria that 2.0 predates, including orientation, reflow, non-text contrast, text spacing, content on hover or focus, and status messages.
DHS iOS test process
The DHS Section 508 Compliance Test Process for iOS Mobile Applications. It is the closest thing to an agreed federal test method for native iOS, and it is what a reviewer will run. For web we test against WCAG 2.1 AA directly.
